The system of higher education in Ukraine: time for development and counteraction to the challenges of war

Abstract

2024 marks the 10th anniversary of the Law of Ukraine «On Higher Education» (hereinafter the Law), the main provisions of which are aimed at reforming the national higher education system and its integration into the European space of higher education. During this period, the industry solved two main modern problems: integration into the European educational environment and ensuring its functioning in the conditions of war, caused by russia's aggression against Ukraine. In the process of scientific research «Investigation of modernization of the structure and content of higher education in the context of the implementation of the Law of Ukraine «On Higher Education», the following were studied, analyzed and evaluated:

- amendments and additions made to the Law during its validity, their purpose and influence on the development and modernization of the system;

- the state of implementation of the provisions of the Law aimed at the creation and development of the System through the formation, modernization and development of its components. Compliance of the achieved results and used mechanisms with European criteria and quality standards;

- the development process of the system of quality assurance of higher education, the formation of the National Agency for Quality Assurance Higher Education and its activity;

- measures to ensure the stability of the national system through the decisions and implemented measures adopted by the state governing bodies and institutions of higher education;

- proposals for improving the management of the industry, ensuring equal access to higher education in the conditions of war, optimizing the network of universities, modernizing the organization of the educational process and improving the quality of education.

It was established that the management bodies of the industry, institutions of higher education in cooperation and with the participation of employers' organizations and the educational community in Ukrainian higher education have built a comprehensive system, an effective quality system, and implemented large-scale organizational, normative-methodical, and informational-communication measures aimed at updating the systems.
